Logic in the Evolution of China Telecom Industry:a Framework of Analysis

本文在分析电信业技术、经济特征的基础上,通过总结世界电信改革的经验,回顾我国电信改革历程,提出并构建了TDG-RCP分析框架。透过这个框架,旨在使中国电信改革能够沿着“规制—竞争—产权”的演进逻辑螺旋上升、逐步推进。从趋势上看,以构建有效竞争格局为目标,在3G实施和3C融合、兑现WTO承诺与需求不断增长的条件下,电信立法与专业规制、运营商全业务竞争、业务开放以及向民营资本开放正逐渐成为现实。

This paper reviews the process of the China telecommunication reform, and puts forward and sets up the TDG-RCP analysisframework, based on the simple analysis of the technical and economic characteristics of the telecommunication industry, summarizing up the telecommunication reform experiences in the worM. The aim of this framework is to make clear step by step of the China telecommunication reform to improve the marketing performance and social welfare in the spiral upgrading and gradual progressing way of evolution logic of regulation-competition-property rights. As for the tendency, the telecommunication legal system, professional regulations, full business competition of the operating companies, open business and applying of the private capital are being realized, with the aim to set up an effective competitive layout, under the conditions of the continuous increase of the 3G implementation, 3C mixing and realizing the WTO promises and demands.
