黑河流域中西部水资源可持续利用模式探讨

Discussion of Sustainable Utilization of Water Resources in Middle-West Area of Heihe Basin

解决水资源短缺和调整产业结构是黑河流域中西部地区可持续发展面临的主要任务。针对各部门的发展规划,通过建立地下水和地表水联合运用的水资源优化配置模型,研究了区域社会经济发展和水资源配置的相关关系。提出在人口基本增长、工业高速增长和加大节水力度前提下,以地表水资源利用为主,适当开采地下水的水资源可持续利用模式。该模式也可以对西部其他地区的水资源优化配置提供经验借鉴。

Solving the problem of water shortage and adjusting industry structure are the main task in the middle-west of Heihe basin. Based on the development program of each department, the relationship between social economy development and the allocation of water resources the optimal water resources allocation model. The result indicated that primarily using surface water and rationally exploiting ground water in conditions of population increase, industry growth at high speed and strengthening water conservancy are the best way for sustainable utilization of water resources in this area. The method would also supply reference to other regions of west China.
