Administration system of science and technology and transfer chain of research achievements

通过对国家中长期科技发展规划纲要的阶段目标、战略目标与我国科技现状的对比分析,指出要提高科技创新能力的关键是促进科技成果转化与实施知识产权战略。依据科技计划管理新理念,文章以知识产权为核心,以成果转化链为主干,提出了“科技管理体系与成果转化链框架图”,并由此提出对科研课题实施知识产权全过程跟踪管理的8个重要环节。

On the analysis of the stage goal and the strategic objective of the middle-/long-term national scheme program for the development of science and technology, in comparison with the status of science and technology in China, the authors point out that the key of enhancing the innovation ability is to promote the transfer of research achievements and to implement the strategy of intellectual property. Based on the new concept of administration of science and technology, the authors put forward a framework scheme linking the administration system of science and technology and the transfer chain of research achievements. The core of the framework scheme is the intellectual property and the backbone is the transfer chain of research achievements. The authors also put forward eight important links in tracking the entire process of intellectual properties in the administration of the project of scientific research.
