安徽省新农村建设面临的主要问题与解决思路

安徽省新农村建设是一项长期而艰巨的任务。目前面临的主要问题表现为村镇规划滞后、主体力量不足、资金缺口较大、保障机制欠缺、双向协调不够,针对存在的问题,本文提出的解决思路是:强化规划引导,促进农村生产生活条件的改善;加大教育培训力度,提高农村人口素质;改革农村金融体制,拓展多元化的资金来源渠道;破除城乡二元结构约束,引导农民向城镇有序转移;推进农村综合改革,逐步建立起新农村建设的保障制度和长效机制;加强部门协调和城乡互动,营造新农村建设的良好环境。

It is a long and arduous task to construct the new rural of Anhui province. At present, the main problems are that the layout of village and small town is lag, the main body lacks of strength, the capital gap is big, the safeguard mechanism is short of, the bidirectional coordination is insufficient. In view of the problems which existing, this article proposes the solutions as follows： strengthens the layout guidance to promote the countryside＇s production and living condition, increases the education training to improve the rural population quality; reforms the rural finance system to develop the channel of the capital, eradicates the city and countryside dual structure to guide the farmer to immigrate to the cities, advances the countryside comprehensive reform to establish gradually safeguard system and the persistent effect mechanism of the new rural construction, enhances the coordination and interaction a- mong departments and between the city and countryside to build a good environment of the new rural construction.
