Research Issues on the Collection and Use of Universal Service Fund in China

建立合理的电信普遍服务成本补偿机制是保障电信普遍服务实施和持续发展的关键,中国也正在建立电信普遍服务基金。建立电信普遍服务基金的前提是需要对基金的资金来源、补偿方式、高成本地区的确定、分配使用等方面的问题进行明确,本文结合中国实际情况,本着化繁为简的原则,对这些问题提出具有可操作性的建议。

Establish a reasonable cost compensate system is the key for universal service to actualize and go on, the universal service fund is now founding in our country. This paper introduces some exercisable suggestions on how to found the fund, how to confirm high cost area and how to distribute the fund.
