公共管理伦理的理论与实践

Theory and Practice of Ethics in Public Administration

公共管理作为人类社会活动的一个特殊领域,存在着相当复杂的社会利益关系。公共管理中的制度和措施对于处理这些复杂的利益关系仅仅是一种框架和原则规范,这就需要在具体的公共管理活动中以伦理精神作引领、以道德意识作指导去做出管理行为的选择,即进行相应的公共管理伦理研究。文章力图从公共管理与伦理结合的角度,分析了公共管理的伦理趋向,在此基础上结合科层制及其人文救治进行一定的理论阐发,并结合中国目前公共管理伦理建设的现状进行了一定的探索。

From the combination of public administration and ethics perspective, the paper tries to analyze the ethical trend of public administration and, based on this, makes some theoretical statements on Bureaucracy and its humanitarian remedies, then explores the present situation of the ethical construction in public administration in China.
