关于我国支付管理信息系统(PMIS)的统计分析功能初探

2003年12月27日第十届全国人民代表大会常务委员会第六次会议修订《中华人民共和国中国人民银行法(修正)》中,第四条第九款明确中国人民银行具有“维护支付、清算系统的正常运行”的职责。2005年6月27日,大额支付系统在全国成功推广运行,2006年6月26日,小额支付系统也将在全国推广运行。为加强金融服务,创造良好金融市场环境,更有利于货币政策的输导和金融稳定,中国人民银行做出于2006年底PMIS系统建成并在全国推广应用的决定。

It is prescribed explicitly in the 6th edition, issued on Dec 27, 2003, of 《Law of People＇s Bank of China （revised edition》 that People＇s Bank of China has the responsibility of ＂maintenance of payment and payoff systems＂. Large amount payment system has been successfully applied on July 27, 2005, and the small amount payment system will be nationally applied a year latter. People＇s Band of China has made the decision to construct and apply PMIS system by the end of 2006 so as to reinforce financial service and create a good financial market environment.
