Comparison between Two Project Financing Methods——BOT & ABS and their Practice

BOT与ABS项目融资模式是在不同背景下产生的,它们都具有项目导向和有限追索的项目融资特征共性,但两者在项目所有权与经营权、模式适用范围、限制条件、风险分配、融资成本、对政府的影响等方面存在差异。本文对此进行了比较,并提出我国目前实施BOT和ABS融资需要建立该融资模式运行所需的经济和法律环境,制订鼓励内资和民营资本参与的措施,实现市场化运营,加快人才培养。

BOT and ABS are different project financing patterns which produce under different background. They have some common project financing characters, but they are different in the aspects of project property and managerial authority, sphere of application, limiting conditions, risk assignment, financing cost and influence on government. This paper carries out a comparison between BOT and ABS. It also puts forward some measures to put B0T and ABS into effect better, including establishing economic environment and legal environment in favor of these two financing patterns, taking measures to encourage domestic capital and private capital＇s participation, realizing marketability operation and speeding up to train the talent proficiency in BOT and ABS.
