A comparison of higher education is made between Former Soviet Union and Russia from a historical perspective. There are both inheritance and striking difference between them. From a contemporary perspective, the comparison of higher education between China and Former Soviet Union and the comparison of higher education reform between China and Russia are made. Both of them show the astonishing similarities and the various reasons.
