城市经营:城市政府的特殊经济职能

Urban management:the special economic function of city government

在论述经营与管理作为政府的不同经济职能基础上,又在国家层次上探讨了经济学中政府的一般经济职能中内含的经营职能;此外,通过对从相对封闭的国家经济系统的经济管理走向开放的国际环境中的“国家经营”与在国内统一市场和国际开放环境中的城市经营的关系的分析,以及对作为地方竞争中的城市经营的城市政府职能和作为国家经济管理中的城市政府的一般经济职能的关系的论述,论证了城市经营是城市政府一般经济职能中的特殊部分。

This paper stresses that management and ad- ministration are different governmental economic functions through confining the connotation of urban management at first. In the next place, it discusses on the nation level that in economics government general economic function includes the func tion of management. Finally, through analyzing the relationship between from the economic administration under the relatively close national system to the ＂national management＂ under the international open environment and the urban management in the unification of domestic market and international open environment, and through discussing the relationship between the urban government function as the urban management in the local com- petition and the urban government general economic function as the national economic administration, it is concluded that urban management is the special part of the general economic function of the urban government.
