中国公共财政支持的科技成果推广应用机制和模式研究

Researches on Diffusion Mechanism Mode for Scientific and Technological Achievements with Financial Supports

我国公共财政支持的科技成果推广率低是影响科技创新的重要因素。为了促进科技创新，促进我国公共财政支持的科技成果的推广工作，建立健全科技成果的推广机制和模式显得尤为必要。本文对公共财政支持的科技成果推广进行了系统分析，剖析了公共财政支持的科技成果推广中科研子系统、生产子系统和社会支撑子系统的特点。在此基础上，针对社会效益型和经济效益型等不同类型公共财政支持的科技成果建立了不同的推广机制。紧接着，本文重点分析了工业类科技成果的推广模式，特别是产学研一体化模式和战略联盟模式。同时，本文给出公共财政支持的科技成果推广中“主体虚置”问题的解决思路。

The popularize rate of scientific and technological achievements with financial supports in China is low, which is one of the important factors that have negative effects on scientific and technological innovations. In order to make scientific and technological innovations, and to improve the popularize of scientific and technological achievements with financial supports, it is very necessary to construct and perfect popularize mechanism and mode. This article analyzes the popularize system of scientific and technological achievements with financial supports, and anatomizes the characteristics of research subsystem, production subsystem and supporting subsystem. On the basis of which, this article gives different popularize mechanism for socially beneficial scientific and technological achievements and economically beneficial ones. Then, this article analyzes the popularize mode for economically beneficial ones, especially cooperation mode of Universities, Industries and Research Institutions and strategic alliance mode. Simultaneously, this article gives resolution ways of ＂phantom of principal＂.
