摘要
介绍了美国水质交易政策的概念和实施状况,分析了水质交易必备的要素及取得的经济、环境和社会效益。上海在排污交易方面有多年的积累,可以借鉴美国在水质交易方面的经验,研究点源和非点源间的交易,基于市场的经济刺激政策,解决城市和农田径流产生的排放控制问题。
Water quality trading is considered a cost-effective and environmentally sound method for improving water quality in the US. The paper presents the fundamentals and implementation of the US water quality trading policy, the essential elements of the trading system as well as many examples of water quality trading and the resulting economical, environmental and social benefits. The US experience will benefit Shanghai since it has the necessary infrastructure and has practiced emission trading for many years. Water quality trading between some point and nonpoint sources may be practiced as a powerful and cost effective approach to help solving water pollution problems due to urban and farm field run offs in Shanghai.
