天然气产业链架构的和谐性分析与优化

ANALYSIS AND OPTIMIZATION ON THE INTEGRITY AND HARMONY OF NATURAL GAS INDUSTRY CHAIN

提高天然气产业链的和谐性是提高产业系统的稳定性、可靠性,发挥产业优势、促进区域经济的重要课题,在当前天然气产业快速发展的背景下,对如何提高产业链架构的和谐性进行了研究。从当前系统要素相互配合和协调中存在的问题入手,应用优化和不确定性消减等手段,通过设立企业经济效益目标函数,从资源约束、用户约束、管输工艺技术约束等3个方面讨论产业链系统对其构成要素的适应问题,并分析、计算、判断了“上、中、下游”各环节内部及相互间的和谐性,得出陕西省天然气产业链架构“此时、此地、此行业的和谐主题”。通过运用和谐管理理论对天然气产业链进行分析,说明和谐是产业链系统协同的基础和条件,提出相关单位应高度重视天然气产业链架构的和谐性,以和谐发展的理念才能促使产业链系统获得最大的社会和经济效益。

To help natural gas industry chain develop in integrity and harmony is a highlight in study on how to increase the stability and reliability of gas industry, and how to take full use of the gas industry, so as to advance the regional economy. Under the status quo of gas industry in highly rapid development in China, it is discussed on how to develop gas industry under proper way here. According to many existence problems in the interactive coordinated factors in the industry, benefit result function is set up for an enterprise by various means like optimization and uncertain minification. Therefore it is discussed well on the adaptability for gas industry in main factors from three main constraint factors, i.e. resource, consumers, and pipeline technology. And meanwhile it is analyzed, calculated, and made judgment on the internal and interactive factors at each point during the upstream, middle stream, and downstream to conclude the proper way of development of gas industry in harmony with the present day's economy demand and development in Shaanxi province. By use of the theory of harmonious management to analyze gas industry chain, it is explained that integrity and harmony is the essential and underlying key in gas industry chain. Finally it is pointed out that the related departments should pay highly attention to the integrity and harmony in development of gas industry, and only with the idea of the coordinated development in mind should the upmost social and ecomomic benefit be obtained from gas industry in the end.
