摘要
党的十六届五中全会提出了在建设社会主义新农村的过程中培养有文化、懂技术、会经营的新型农民,将农民的职业培训工作提高到一个重大的战略地位。结合天津市农村劳动力“351”培训工程,在实证的基础上对该工程推行两年来所凸现出的诸如推行困难、农民和企业参与积极性不高等问题进行研究,分析原因,并从保障资金投入、改革培训内容、健全考核监查机制、制定鼓励政策等方面提出相应建议,以期促进天津市以及全国的农民职业培训工作,促进新农村的建设。
The fifth plenary session of the sixteen congress of CPC calls for the training of millions of high quality new farmers in the process of the new socialism rural Construction, which brings the mission of the farmers' vocational training to a higher level. This article aims at the problems of Tianjin rural workforce training '351' project, such as difficuhies in carrying out, the passive attitudes of the farmers and the companies. Based on the theoretical study and empirical analysis, this article gives rational advises on different aspects in order to enhance the farmers vocational training and accelerate the speed of the new socialism rural Construction
