摘要
研发经费配置是指研发经费在不同主体和不同活动间的配置。通过对中美两国不同研发主体之间、进而对其不同研发活动之间的经费配置进行差异分析,找出我国研发经费配置的问题与优化途径。结论是:我国研发经费不仅投入有限,配置也不尽合理;应提高高校和企业研发投入比重,加大基础研究的投入,不同研发主体应合理分工,以优化我国研发经费的配置。
R＆D financial allocation is the financial arrangement between different researchers and between different R＆D activities. The purpose of the paper is to discover the problems and the solutions of R＆D financial allocation in China, through comparing R＆D financial allocations of China and the USA. We make the China-US comparative analysis of R＆D financial allocation between different researchers, as well as between different R＆D activities. The conclusion is that R＆D budget of China was not only less,but also its allocation is unreasonable.And we should promote the R＆D financial allocating percentage of universities and enterprises,as well as the R＆D financial allocating percentage of foundational researches. And researchers should also nlav the proper R＆D roles.
