省属农机科研机构资源整合的探讨

Discussion of Resource Integration for AMSRO in Heilongjiang Province

省属农机科研机构是黑龙江省农业科技创新体系的重要组成部分。对其进行结构优化、资源整合是深化科技体制改革、提升自主创新能力的重要措施。为此,分析了农机科研在提高农业综合生产能力、推进农业科技进步中的地位与作用,回顾了省属农机科研体系的演化发展过程,阐述了农机科研体系的布局与现状,重点对科研机构资源整合的基本模式进行了利弊分析,明确提出了农机科研具有典型的社会公益性质,支持农机科研实质上就是支持农业发展和促进农民增收的观点,以及黑龙江省必须构建一支精干的农机科技创新队伍,以加强科技创新能力建设等观点,旨在为深化改革提供参考。

The agricultural machinery science and research organization （AMSRO） has played an important role in Heilongjiang province agricultural science and technology innovation system. To optimize its configuration and integrate its resource are important measurements to make further reformation on science and technology system and improvement on independent innovation ability. Hence, this paper analyzes the AMSRO＇s status and action for improving the agricultural integrated production ability and promoting agricultural science and technology progress. Then, the development process of AMSRO system and its layout and present situation are introduced. The basic mode for integrating the science and research organization is analyzed. At last, this paper provides that the agricultural machinery science and research has the social commonweal character, and the viewpoint on supporting the agricultural machinery science and research is to promote development of agricultural and increment of farmer＇s income. Meanwhile, it must establish an excellent agricultural machinery science and technology innovation system to strengthen the agricultural machinery science and technology innovation ability, which will put forward the reference advi＇ce for the reformation.
