Try talking about the proprietary and constitutional government

2004年3月14日,十届全国人大二次会议通过了新的宪法修正案。其中最有价值、对我国未来社会影响最大的是以下两条:第一,确立了保障人权的原则,即增加规定“国家尊重和保障人权”;第二,确立了私有财产不受侵犯的原则,并明确规定对公民的私有财产实行征收或者征用要给予补偿。这是我国建立政府法治的客观需要,也是人民代表大会制度得以完善的必然要求,因此要切实保障宪法规定的实现。

March 14, 2004, two meetings of the tenth National People＇s Congress, through the new constitutional amendment. The most valuably among them, exerted a largest influence on future society of our country one is the following two： First, have established the principle of ensuring human rights, ＂ the country respects and ensures human rights ＂ to increase the regulation; Second, has established the principle that the private property is not infringed, and stipulate clearly that collects or takes over the citizen＇s private property for use and wants to compensate. This is that our country sets up the desirability governed by law of the government, and the inevitable requirement that the poeple＇s congress system can be improved too, so the realization ensuring the constitution to stipulate conscientiously.
