知识经济时代的到来,使知识管理成为各种组织必须的一项管理活动,政府组织也不例外。而行政文化对政府知识管理起到多方面的作用,因此要重塑起开放、合作共享、创新、有效能的行政文化理念,并通过建设学习型组织、实行民主管理、建立起具有“压力——激励”双重功效的制度体系等途径达到重塑适应政府知识管理的行政文化的目的。

With the coming of the knowledge-economy time, knowledge management has becoming one kind of management behavior for every organization ,with no exception to the government. But the administration culture takes various function to the government knowledge management, therefore we must re-mould opening, cooperation sharing,efficient, innovative administration culture idea through the construction of study-organization, the imple-mentation of democratic management, and the establishment of systems with ＂pressure-driving＂ dual effectiveness.
