On Local Geotechnical Engineering Codes

本文回顾了我国岩土工程地方规范发展的早期的历史,认为地方标准的起步早于国家际准并不是偶然的,在工程建设的要求与地基土工程性质的矛盾比较大的地方先发展地方标准反映了岩土工程地方标准发展的规律。在我国标准化体系中,地方标准法律地位的缺失是由于我国没有正确划分技术法规与技术标准法律性质的区别,对技术标准性质的认识不完整的缘故。岩土工程地方规范在标准化体系中的地位与作用是一个值得研究的问题,在目前国家规范对行业规范缺乏控制的条件下,在地方层面上发挥地方规范的综合作用是必要的,也有成功的先例。最后,对于岩土工程地方规范的编制,提出了若干应该注意的问题。

Early history of the development of local geotechnical codes in China is reviewed in the paper. It is not random that some local codes were earlier than the national codes. The fact that some local codes developed first in some areas reflects the development of local geotechnical standards. In the system of the standards in China, the miss of the legal status of the local standards is due to different legal situations of technical regulations or technical standards. The status and role of local geotechnical regulations in the system of standards need to be studied. It is necessary to use some local codes under some occasions. Finally, some important problems are provided on the drawing up of local geotechnical codes.
