Negative Factors of Democracy within the Party and Countermeasures

党内民主问题是党的生命,完善党内民主是党的建设的一个重大问题。党的十三届四中全会以来,党陆续颁布了一系列发展党内民主的条例、准则和规章制度,使党内民主建设提高到了一个新的水平。本文分析了党内已有和新生的消极因素,并提出了消除消极因素的对策。

Democracy within the party is the life of the Communist Party and the enhancement of democracy is an important issue for the construction of the party .After the 4^th plenary meeting of the 13^th party conference ,the party has established a series of guidelines,regulations and rules for the development of the democracy within the party ,which has pushed the democracy construction to a new level ,This paper provides an analysis of the exiting and newly emerging negative factors within the party and has put forward relevant countermeasures in dealing with this.
