随着经济的快速增长,各地都十分注重石化、化工业项目的引进和建设,但这些项目均存在着很大的环境风险,多数化工原料及产品是易燃、有毒的物质,一旦发生事故或泄漏均会造成环境污染。文中针对易发生的突发性环境事故,提出了政府领导机构、环保、消防及相关部门在各尽其责的基础上快速协调的重要性。

Along with the rapid development of economy the projects of patro-chemical and chemical projects have been introduced and constructed in large scale, however raw materials used in those projects and products from those projects ordinarily belong to inflammable, explosive and hazardous goods which are apt to bring out environmental accidents, aiming at mentioned accidents countermeasures, for example rapid reaction, rapid cooperated respond and so on were emphasized.
