发展循环经济要求对日益增多的城市固体废弃物进行总量控制与循环利用。根据我国国情,借鉴国外经验,从加强政府引导扶持、完善相关法律法规、促进企业采取有效措施、改变民众消费观念、鼓励民间资本参与5个方面进行探讨。

Developing circulation economy requests total quantity control and the circulation use of municipal solid wastes, which increases day by day. By reference to overseas experience and based on our national conditions, discussion was carried out in five aspects： to strengthen the govenment＇s guidance and support; to make and perfect relative laws and regulations; to promote enterprises adopting effective measures; to change consumption ideas of the populace; to encourage private sector to participates in the solid waste＇ s circulation use.
