户籍制度改革与城市化进程的反思

Reflections on China's Household Registration System and the Process of Urbanization

以计划经济为背景建立和完善起来的中国户籍制度构筑了城市中国与乡土中国的分立壁垒。衍生在制度之上的各种特权与利益分配使得户籍制度改革错综复杂,也给现行城市化进程设置了重重障碍,延缓了城市化的进程;另一方面,城市发展的滞后,城市公共资源的有限,也构成了户籍制度改革的“瓶颈”。

China＇s household registration system, based on old -time planned economy, divides Chinese society into two parts, that is ,the urban society and the rural society. Kinds of privilege and measures of benefit distribution derived from household registration system make the reform of it more complex, and set lots of obstacle to the process of urbanization, but on the other hand , lag development of urbanization and lack of public resources also hold in the reform of household system.
