Production development is the first and important problem while the key to production development is the choice of industry. Such a problem is prominent for mountains area with abundant resource and relative poverty. From cases on taking off poverty to causing richness of Beijing mountains area, we deduce some important apocalypses that innovation is the mighty drive of country economic development and that the capabilities on gross root leader develop economy are the important base of richness causing and income increasing and so on.
