“十一五计划”继续把“以人为本”思想作为科学发展观的要旨。从思想史上对中国传统的“民本”思想及西方的“人本”思想进行了梳理,论证了“以人为本”思想是科学发展观的实质和核心,是科学发展观的根本原则,同时也是社会主义中国发展的必然要求。

＂People-oriented＂ idea is still held in high regard in ＂the eleventh developing plan＂ of China. By analyzing China＇s traditional ＂people-oriented＂ idea and western humanism, this article proves that ＂People-oriented＂ idea is not only the core and essence of the theory of scientific development, but also the basic principle. The theory coordinates the demand of our socialism.
