摘要
重视基础工作是公安机关的优良传统。我省在开展“三基”工作方面有着成功的经验,实践与理论双丰收,形成了“公安基础建设工程”这一理论成果。“三基”工作要按照公安基础建设工程理论的原理开展,走科学的工程化道路。当前,公安工作要着重解决普遍存在的影响公安勤务、公安建设的基本条件问题,如警力不足、体制和内部机构设置不合理等,重点在不断强化110快速反应和处突机制等四个方面布局。
Paying attention to the foundation work is public security organ＇s fine tradition. Our province has the successful experience in developing the ＂three basics＂ work double abundant harvest of the practice and the theory which formed a theory achievement of ＂the public security infrastructure project＂. The ＂three basics＂ work follows the public security infrastructure theory, walking the scientific constructional path, Presendy, the public security work should pay attention to solving some basic problems which affect the public security service and construction, such as police forces insufficiency, unreasonable system, internal organization establishment and so on. The key is to strengthen 110 rapid reactions unceasingly and place sudden mechanism and other four aspects.
