摘要
社会调查结果显示,南通市存在占有社会资源少、社会竞争力弱、经济状况差的贫困群体。产生的原因在于经济体制的变迁和产业结构的调整,以及自身素质的制约。对城市贫困群体的救助,应当着力于完善社会保险、分配调节、社会救助和职业培训四项制度。
According to the social survey, in Nantong there exists a typical poor group which take up less social resources, are less competitive, and live in worse condition. The paper analyzes the reasons for forming this group and then puts forward some solutions.
