The evaluatiing object of this article is pertformance of local governament financial investment in Science and Technology（S＆T）. In this article,an evaluation model system（EMS） about principle,character, framework and function is put forward. EMS give prominence to modularization and poening,can offer a suit of theory and guide for local government.
