摘要
从生态公益林具有很强的外部经济性出发,通过利用经济学中“市场失灵”理论对生态公益林的外部经济性进行分析以及对生态公益林的生态效益计量评价,提出了对生态公益林进行补偿的必要性,从而从理论和实践两个角度对生态公益林的补偿标准进行了界定。
This paper based on the highly external economic which ecological forests has, analyzed the external economic conditions of ecological forests through the ＂market failure＂ theory of analysis and measured the ecological benefit of ecological forests using the quantitative methods, then pointed out the importance of compensations for ecological forests, and defined the compensation criterion of ecological forests from both aspects of theory and practice.
