On System Innovation and Leaping Development——The Thinking on Nanning Economic Development Strategy

制度创新是实现跨越式发展的前提,当跨越式发展成为热门话题的时候,对制度创新能否正确理解和认识,就必然影响到一个城市发展战略的研究,从而影响到经济工作的绩效。跨越式发展实际上是与渐进式发展相比较而存在的一种特殊发展方式,快速发展不等于跨越式发展。落后者快速跟进,也不属于跨越。制度创新就是要创造一个人尽其才、物尽其用、货畅其流的发展环境,使经济获得超常规的发展。

System innovation is the prerequisite for the realization of leaping development. When leaping development develops into a hot topic, whether or not system innovation is properly understood is bound to affect the studies on urban development strategy as well as the achievements of economic work. As a matter of fact, leaping development exists as a special development pattern when compared with gradual development. Rapid development can not be regarded as leaping development. Neither can the laggards striving to emulate be regarded as leaping. System innovation means creating a development environment in which everything is brought in to its full play, contributing to extraordinary economic progress.
