浅议解决外部性问题的一个重要途径——环境成本的内在化

随着世界经济的发展,环境污染问题日益严峻,环境污染是最典型的消极外部行为。本文从外部性入手,简要说明了外部性问题的涵义、分类,在此基础上提出了环境成本内在化问题,分析了环境成本内在化的内涵及实施意义,最后提出了目前我国“环境成本内在化”可采取的主要对策,为实现环境与经济的协调发展指明方向。
