制度变迁的“非中性”:对我国社会转型认识的新视角

Non-Neutrality in System Transition:A New Perspective of Social Transformation in China

在现实生活中,制度变迁并不总是一种合意的变迁,实际上是存在着一个"中性"与"非中性"的变迁问题。制度变迁"非中性"是指:同一制度对不同的人意味着不同的事情,在同一制度下不同的团体所获得的收益往往是不同的,而那些既得利益者会利用各种方法和手段维护其利益。因此,我国的改革就是要构建一种制度化秩序,用制度来确保社会权利的大体均衡和社会资源分配的相对公平,大力推进市场化进程,让市场在资源配置中发挥基础性作用。

In real life, system transition is not always ideal. There in fact exists the transition issue of neutrality and non-neutrality. Non-neutrality in system transition means that the same system means different things to different people and that under the same system different organizations obtain different interests and vested interests will maintain their interests in all sorts of ways. Therefore, the aim of reform in our country is to construct an institutionalized order and thereby to guarantee general balance of social rights and relative fair distribution of social resources, to promote vigorously the market-oriented economy and to exploit the fundamental use of the market in the distribution of resources.
