Countermeasures on High-tech transformation of traditional industrial base in Heilongjiang province

振兴老工业基地战略的实施,为黑龙江省老工业基地高新技术化改造提供了难得的历史契机,基于对黑龙江省老工业基地发展现状的分析以及在改造过程中存在的一系列问题,运用系统工程的思想,结合黑龙江省省情,提出了黑龙江省老工业基地高新技术化改造的有关思路,以及相应的对策与建议。

The strategy implement of revitalization of traditional industry base offers great opportunity for high-tech transformation of traditional industry base in Heilongjiang Province. Based on the analysis of current developing condition and the series of existing problems in the pvocess of transformation in HLJ,such as the deficient input of science and technology,the low level of technology and the lag of system reform of state-owned enterprises,eombind with the special condition of Heilongjiang Province,this paper puts forward the thought and the relative countermeasures and tactics on the high-tech transformation of traditional industry base in Heilongjiang Province by using the idea of system engineering.
