Based on the prohibitory stele-contract against mountain-cultivation by Wu Family in Huanxi Huizhou in the Qing Dynasty, this article reveals the main features of administration system of those day＇s villages in Huizhou from the contract＇s formation, illustrates the correct policy held firmly by Wu Family of managing the mountain-fields from the contract＇s content, summarizes the experiences and lessons obtained in 160 years＇ history of prohibition against mountain-cultivation by Wu Family and points out the enlightenment to ecological building of modem mountain area from the contact＇s foreword.
