This paper presents the concept of network effect of operation lines （NEOL）, which consist of the importance of nodes, dispatching, maintenance and rescue for vehicles, rent of cars for different cities, tour transport and so on. On the basis of defining NEOL and modeling the network effect components, a road transportation enterprise as an example is evaluated in terms of NEOL with the subordination method and the comprehensive fuzzy evaluation method.
