随着电信、广电与互联网的融合,产生了一些诸如IPTV、手机电视的融合性的业务与服务,其适用的管制规则并不明确,对业务发展带来了不利影响,也产生了新的安全问题。能否用传统的管制规则来管理融合性业务与服务?如果是,那么用广电的、电信的、还是互联网的治理理念及其规则来对融合性业务与服务进行治理?如果因为这些基本相同的业务与服务是在不同的平台上提供的而对其按照不同规则进行管制,那么这种差异化的管制可能会妨碍竞争、投资以及服务的提供,那么,如何选择适当的管制模式来应对融合性业务与服务的产生和发展呢?文章围绕这些问题一一作了深入阐述。
