Functional Location of China's Hearing System in the Context of Governance

通过分析听证与治理的关系,指出善治的实质是国家权力向社会的回归,治理的核心手段是公共政策。认为改革公共政策体制特别是其中的决策体制,最核心的内容就是要广泛听取有关利益主体的意见,充分考虑社会各方利益需求。听证制度是适应治理需要的重要的程序设计和制度保障。阐述了听证的六大功能。

By analyzing the relationship between hearing system and governance, this paper points out that the essence of good governance is to return the national power to the people, and the key means of governance is public policy. The central part of public policy reform, especially the decision-making reform, should gather the opinions of interest groups and consider meeting the demands of all walks of life. In this sense, the hearing system which wholly adapts to the need of governance is a very important programming and systems guarantee. The paper also deals with the six functions of heating system.
