“德才兼备”“干部四化”“建设高素质干部队伍的新概念”,这三个选人、用人标准在表述形式上,所处的历史时代,在实践所要解决的主要问题也不一致,但三者的基本“内核”却是相同的,即要求干部有“才”又有“德”。三者的区别在于“德“与“才”具体内容在不断的丰富和发展。

The standard is a most basic standard that our party chcoses the cadre to have both ability and political integrit. Mao Zedong, Deng Xiaoping, Jiang ZeMin have both ability and political integrity. The standard has been explored, has gone through a course of deepening and developing constantly. Their relation each other comes down in a continuous line, while innovating constantly , thus realized the breakthrough of cadre＇s selection criteria of our party.
