构建中国特色的学术期刊科学评价体系

The Building of Chinese Styled Scientific Evaluation System for Learned Periodicals

论文提出了国内现行的学术期刊评价体系存在的局限性，以及国际权威的期刊评价体系在评价中国学术期刊方面的某些不适性。进而提出，国内一些机构在定性评价学术期刊方面所做的工作具有比较好的借鉴意义，循着这条思路，论证了中国学术期刊可以采取定性与定量相结合的科学评价方法，优势互补，避免偏颇。为此，论文最后就构建中国学术期刊新评价体系进行了详细论证，提出了定量指标与定性指标相结合，包含定性评比指标、质量考核指标、同行评议指标等多个权重的综合性中文期刊科学评价新体系，并描述了具体的实现途径和评价方法。

This article first puts forward the limitation of ongoing evaluation system for Chinese learned periodical, as well as the inappropriate application practices of international authoritative periodical evaluation system to Chinese learned periodical, then the paper points out thatsome Chinese Institutions have done good job in qualitative evaluating learned periodical and we can borrow good idea from it. The article further argues that qualitative and quantitative methods should be combined to evaluate Chinese learned periodical, so as to take the best from the two methods and avoiding partial practices. In the end, the article argues for building new China-based evaluation system for Chinese learned periodical, and brings forward a new evaluation system.
