初步设计是农业建设项目必须经历的基本程序,该文通过对目前中国农业项目初步设计中存在问题的分析,研究了编制农业建设项目初步设计文件的依据,界定了农业建设项目应该进行初步设计的范围,探讨了农业建设项目初步设计文件的构成,较为深入地论述了农业项目初步设计文件在内容、深度、质量、概算等方面的要求,提出了改进农业建设项目初步设计工作的基本要求或方向。

Preliminary design is a basic process for agricultural construction projects funded by the government. Authors analyzed the existing problems in the design files, so as to study the relative base of documents, confine the kinds of projects that need design, discuss the components of preliminary design file, present the requirements on the content, depth, quality, budget, etc of files, and give out the direction and demand to improve the design work for agricultural construction projects supported by the government.
