摘要
目前导致房地产价格出现泡沫的根本原因在于地方政府通过土地储备制度过多地进行行政干预、操纵地价,直接参与市场的利益分配。解决问题的关键是在法治秩序下,缩小政府的行政边界、开征物业税、切断地方政府与银行的内部非市场化联系。
The main cause of real estate price foam in China is the over participation of local governments under the vein of land reservation program. Under such progranas, local governments directly involve themselves in the market profit sharing circle by means of land price manipulation, the key to solve this dilemma is to shrink the government administrative boundary under legal regulatory arrangements, e.g. promulgating property tax. In other word, the internal relationship between local governments and commercial banks beyond market should be eliminated.
