In the aspect of punishment of international terrorism crime there are international society＇s emergency measures in the suspension about the aggravation of penalty against terrorist crimes. Through the analysis of the goal of the criminal law and psychology, the analysis results show the prevention and the control of the terrorism crime is first, the legal sanction is second, and the light punishment is the historical development and the inevitable result.
