Researches on How to Improve the Creativity of the Projects Financedby the National Natural Science Foundation

中国国家自然科学基金委员会(NSFC)成立十年来,大力支持基础研究,强调了支持创新的政策,结出了丰硕的成果,证明科技体制改革迈出的这一步是十分正确的.但通过问卷调查,也发现目前无论是从体制、评审程序、资助政策、专家的遴选使用和管理上,都还存在一些不利于创新的因素.如何克服这些不利因素。

It has been more than a decade since the foundation of the National Natural Science Foundation of China. During all these years,it mainly supports basic researches, emphasises the policy of creation and gets a rather satisfactory result. All these have proved that the reformation of scientific system is of great correctness. However, through investigations, we found that there still exist many elements which are unfavourable to creation, these problems can be seen in the general system, reviewing procedure, financing policy and thechoosing and managing of experts. This paper brings about thirteen concrete ways to overcome these unfavourable problems, which include the construction of files of the thought patent application, the finance of the promising interdiciplinary projects, the choosing of peers, the improvement of applications, the management of reviewing experts and the improvement of reviewing procedure and standard.
