With the impact of Technology Globalization, R＆D resource global transfer caused by the evolution of TNCs＇ industry competition advantage helps the developing nations to enforce technology sourcing FDI and obtain reverse technology spillover. The article analyzes the background of TNCs＇ R＆D resource transfer, points out that TSFDI is the effective route to joint TNCs＇ R＆D resource. It also investigates the relationship between TSFDI and reverse spillover and concludes the status in quo of TSFDI from developing nations.
