提出了循环经济产业链的概念,指出了循环经济产业链与生态产业链的差异,分析了循环经济产业链的开放性、动态平衡、非线性和涨落的耗散结构特征,指出循环经济产业链的优化必须依靠内外部动力因素的推动,提出依托静脉产业和生态园区拓展循环经济产业链,结合资源优势构筑特色产业循环链,建立和完善技术创新服务体系支撑循环经济产业链,加强制度创新引导和提升循环经济产业链的措施建议.

This text identifies the concept of ICCE and the differences between ICCE and ecological industry chain. According to dissipation structure theory, the study analyzes the organizational characteristics of ICCE, which includes openness, dynamic balance, non-liner and fluctuation. The paper also points out the internal and external driving force of the optimization of ICCE. It presents a theoretic view to form a special ICCE on the basis of venous industry and eco-industrial parks by making full use of the advantage of resources. It also makes great efforts to intensify the innovative system and make suggestion on improving ICCE by enhancing institution innovation.
