关于浙江省建立和实施农村居民最低生活保障制度的调查与思考

Investigation and Reflection on Essential Living Standard Security System in Rural Areas in Zhejiang Province

借鉴浙江省建立和实施农村居民低保制度的基本经验,提出我国建立和实施农村居民低保制度的几点思考:领导重视是建立和实施农村居民低保制度的关键;发展县域经济是实施农村居民低保制度的物质保证;农村特困人口应列为农村低保对象;建立国家《社会救助法》(含农村居民最低生活保障法)势在必行。

Based on the experience in establishing and implementing the rural essential living stand- ard security system in Zhejiang province, some proposals are put forward as follows： whether governments pay special attention to it is of the crucial importance; developing economics around counties is the material guarantee; the rural vital poor people should be grouped into the objects of essential living security; establishing social relief rules, including the rural essential living standard security rules is urgently needed .
