摘要
促进教育均衡发展的重点在基础教育、在县域、在欠发达县域。全国教育科学“十五”规划教育部重点课题《促进县城基础教育均衡发展的研究》以湖南省慈利县为个案，进行了初步探索。经过系统的调查研究和大量的数据分析，摸清了该县基础教育均衡发展的状况，剖析了不均衡的原因，提出了促进均衡发展的建议。
The emphasis of promoting balanced development of education is put on basic education in less developed county areas. The research in promoting balanced development of basic education in county areas, a ＂15＂ education key topics planned by the national education science, has made a preliminary exploration through the case study of Cili county. After a lot of research and data analysis, the balanced development in the county＇s basic education has been made clear. And the reasons for imbalance have been analyzed. Finally some suggestions of promoting balanced development have been given.
