我国正处于以都市区带动城市化的新城市时代,中国大都市区管治中心的体制创新包括重新定位政府职能,建立综合的或专门的跨区域行政组织以强化区域协调管理,搞好跨区域的大都市区区域规划,适时运用行政区划调整手段,重视公众参与,大力发展非政府组织等。
