摘要
城镇污水处理市场化是公共事业民营化的重要组成部分。但由于污水处理投资巨大,资金回收周期长,污水处理者对污水排放者及排放情况的信息掌握比较困难,污水处理市场化需要更加复杂而有效的制度支持。本文强调通过降低进入壁垒、提高污水处理收费标准、增加企业自主权等制度变革,来增加污水处理投资的长期可持续融资能力。
The market-orientation of sewage disposal in urban area is an important part of the public utilities displaced by private enterprises. Due to the huge investment on sewage disposal, the long period of profit return and the difficulty in getting the information on sewage discharge, it is necessary to support the development of the market with more complex and effective system. This paper maintains that it is important to decrease the prerequisites for running the enterprises, increase the charge of sewage disposal, and improve the autonomous rights of the enterprises in order to keep the sustainable capability on funds raising for sewage disposal.
