Information Services Based on Electronic Information Resources and Its Technical Trends

本文在探索现代信息服务业发展过程基础上，提出了信息技术－信息资源－信息服务－信息需求的社会信息链观点，主张面向电子信息资源建立和发展我国现代信息服务业。这个行业，要面向由当代社会各信息媒介产生、提供和存储的信息资源，而不是被传统模式局限的信息资源；要以由产业群体组成的行业结构和规模，为社会提供产业化信息服务，而不是封闭在象牙塔内孤军奋战；要实现以数字化和网络化为主要特征的技术手段现代化，同信息技术的发展和国外信息服务业的发展接轨，而不是重蹈技术模式几十年一贯制的覆辙。

An idea which links information technologies, information media, information services and information needs as an information chain was presented with a brief observation of the latest developments in world-wide information media and information services, to advocate that modern information services industry in China should be established and developed to orient itself to the electronic information resources, whose essential features can briefly be characterized bythat: it will provide the society with needed information generated, stored and disseminated by all kinds of information media rather than those limited to the traditional information sources ; it will provide the society with the industrialized information services based on an industrial structure and scope formed by various groups of industrial sectors, rather than on an isolated sector closed in an ivory tower I it will be modernized with technical means characterized by digitization and networking technologies to keep abreast with the latest and ever changing developments in information technologies and international information services, rather than with a technical mode which has been increasingly stale but scarcely upgraded over decades.
